If you're searching for a phrase, put it in quotes. This tells the search engine to search for the whole phrase, not individual words.  Examples:

"tough on crime"

"innocent victim"

To quickly search a document or webpage for a particular word or phrase (i.e. "tough on crime"), use:

CTRL+F (Windows)

Command+F (Mac).
